You sent the same drawings to four electricians and got back four numbers that are not really comparable. One includes permits, one excludes fixtures, one assumes a different schedule, and one is a single lump sum with a page of qualifications. Bid leveling is the work of turning those four numbers into an apples-to-apples comparison before you award the job.

Why the lowest bid is often not the cheapest

A bid is only as low as its scope. If the low bidder excluded something the others included, you will pay for that item anyway, either through a change order later or by buying it separately. Leveling adds those costs back so the numbers reflect what each sub will actually cost you to finish the work.

How to level bids, step by step

1. Break the scope into line items that match your drawings and specs, not each bidder’s own format.
2. Enter each bidder’s price against those line items, as far as their proposal allows.
3. Read every exclusion and qualification, and mark items each bidder did not include.
4. Put a cost on each gap, using another bidder’s price for that item or your own estimate.
5. Compare the adjusted totals, not the headline numbers.
6. Call the bidders with the biggest gaps. Many will clarify or revise once they see what they missed.

What to watch for in proposals

• Exclusions lists, especially anything that shifts work back to you or another trade.
• Allowances that look complete but are set unrealistically low.
• Assumptions about schedule, working hours, or site access that differ from your plan.
• Alternates priced separately from the base bid.
• Bid validity periods and any escalation language on materials.

Why it takes so long by hand

Most leveling happens in a spreadsheet rebuilt for every bid package, with proposals open in separate tabs. The math is not hard. What takes days is keeping track of which bidder excluded what across dozens of line items. A simple side-by-side grid where exclusions are visible at a glance is most of the win.
